These instructions also aim to define the institutional roles required of the authorities concerned with the implementation of the provisions of the bylaw in detail, and to clarify the organizational and coordination relationship between them, to ensure the clarity of responsibilities and the integration of roles during the stages of preparation, also the instructions indicate the role of the unit in the Prime Minister's Office in providing technical support, review, auditing, and ensuring the quality of studies, and the role of organizational units in government departments In the preparation of studies and the implementation of analysis and public and inter-governmental consultations, in addition to the role of the Council of Ministers in approving the results of studies or deciding on requests for exemption, in order to enhance the effective application of the system and achieve its objectives in supporting public policies and legislation that is more effective, efficient and responsive to the needs of society.
