Objectives

Due to the existence of certain legislation stipulating additional requirements for buildings, such as municipal regulations, the Urban and Rural Planning Law, and the Antiquities Law. To encourage qualified companies and individuals to participate in establishing and providing the required specifications by reducing the guarantee amount. To encourage qualified and interested companies and individuals to participate in bidding and alleviate the financial burden associated with construction and providing the required specifications by transferring the obligation stipulated in the current text, namely (providing qualified explosives experts to carry out demolition work for the requesting entity), from the company to the requesting entity. Due to the existence of legislation in force in the Kingdom regulating the same subject, such as the Hazardous Materials and Waste Management System and the Radioactive Materials Transportation System.
